Issues of management of apartment buildings in the Republic of Tatarstan were discussed at the Public Chamber of the Republic of Tatarstan

Issues related to the activities of management companies and homeowners' associations of the republic, problems and prospects of the housing and communal services sector, control of overhaul in apartment buildings and areas of responsibility for repairs, snow removal, MSW, individualization of legislation in relation to apartment buildings and individual residential construction, today, within the framework of the round table “Experience and prospects in the management of apartment buildings in the Republic of Tatarstan” were discussed by experts in the field of housing and communal services in the Public Chamber of the Republic of Tatarstan. The event was attended by Deputy Minister of Construction, Architecture, Housing and Communal Services of the Republic of Tatarstan Ildus Nasyrov. The Chairman of the Public Chamber of the Republic of Tatarstan Zilya Valeeva and Deputy Chairman of the Public Chamber of the Republic Munir Gafiyatullin made a welcoming speech to the participants of the "round table". The event was moderated by Dmitry Romanov, a member of the Public Chamber of the Republic of Tatarstan, executive director of the Association "Regional Center for Public Control in the Housing and Utilities Sector". The experts discussed the difficulties that arise in the management of apartment buildings, the topic of appeals that are received by various authorities. Also, within the framework of the discussion, the chairman and manager of the HOA of 13 houses in Kazan, Minakhmet Khismatullin, spoke about the work practice and the results achieved. Dmitry Romanov spoke about the existing problems in the management of apartment buildings and suggested ways to solve these problems. Head of the State Housing Inspection of the Republic of Tatarstan - Chief State Housing Inspector of the Republic of Tatarstan Sergey Krainov spoke about the subject of appeals received by the State Housing Inspectorate. In 2021, the inspectorate received 14,576 applications. He also added that the main goal of the state policy in the field of management of apartment buildings is to increase the level of citizens' satisfaction with the quality and cost of maintenance and current repair of the common property of apartment buildings, as well as utilities. Sariya Saburskaya, the Commissioner for Human Rights in the Republic of Tatarstan, spoke about the appeals of citizens of the housing and communal sector entering the SIS "People's Control". “This year we have already received about 80 thousand applications for “People's Control” in all categories and about 3,960 notifications on issues related to public utilities. Of these, 93% of applications were resolved, there are planned decisions on 239 notifications and motivated refusals were given, - said Sariya Saburskaya. “It is necessary to individualize the existing legislation in the sphere of housing and communal services in relation to apartment buildings and the private sector,” — she said. Based on the results of the discussions, proposals on amendments to the existing legislation in the field of housing and communal services will be sent to the Committee of the State Council of the Republic of Tatarstan on housing policy and infrastructure development.
