The Ministry of Construction of the Republic of Tatarstan and the State Housing Inspectorate of the Republic of Tatarstan explained the reasons for the increase in payments for heating

The verification of charges for housing and communal services and the change of payments for heating in the Republic of Tatarstan in the winter period was told today at a press conference in IA "Tatar-inform". The First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Alexey Frolov and the Head of the State Housing Inspectorate of the Republic of Tatarstan Sergey Krainov took part in the press conference.

As Alexey Frolov explained to journalists, the accrual of payments for heating is made according to the actual consumption of thermal energy recorded by household metering devices. Compared to December 2021, in January 2022, the volume of thermal energy consumption in Kazan increased by 27%, in Naberezhnye Chelny by 30%.

"The change in the volume of thermal energy is affected by the temperature regime. The analysis shows that January 2022 was colder than December 2021.  Thus, the average daily temperature during the period of taking readings in Kazan was - 10.9 °C, which is 6.7 °C colder than December. In Naberezhnye Chelny - minus 11.5°C, which is colder by 6.9°C," the first deputy minister said.

He explained that in new residential buildings that are equipped with weather control units, an apartment metering device is also used. In such houses, residents can regulate the heat on batteries and pay for thermal energy in fact. At the same time, we must not forget about paying for the heating of communal property – these are entrances, attics, where there is a central heating system.

In general, the equipment of weather control units in the republic is 51.4%, 59.5% in Kazan, 95.6% in Naberezhnye Chelny.

Alexey Frolov drew attention to the fact that for all issues related to the accrual and payment of housing and communal services, first of all, it is necessary to contact the management organization, which is obliged to provide the consumer with information for the billing periods requested by the consumer about the monthly volumes of consumed utility resources according to the indications of household metering devices. In case of disagreement with the answer, residents have the right to apply to the State Housing Inspectorate of the Republic of Tatarstan, which exercises the authority to monitor compliance with the established procedure for charging payments to citizens for housing and communal services, for the use of the volume of consumption of services in calculations.

Appeals are also accepted to the hotline of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan at (843) 231 14 10.

According to Sergey Krainov, cases have become more frequent in Tatarstan recently when the owner of an apartment blocks the batteries in his apartment for some reason, which is why the room is heated at the expense of neighboring apartments, after which the neighbors' utility bill increases. "This is unacceptable. The owner can regulate the heat supply to the apartment within certain limits, but does not have the right to completely block it. In this case, his neighbor can file a complaint with the management company," explained the head of the State Housing Inspectorate of the Republic of Tatarstan.
