The State Expertise of the Republic of Tatarstan is moving to a single digital platform
SAI "Department of State Expertise and Pricing of the Republic of Tatarstan for Construction and Architecture" begins to work in a single digital platform of expertise. Thus, the main stages of work on the examination of design and estimate documentation of construction projects will be automated.
The unified digital platform of expertise changes the usual algorithms of work in the construction complex. The latest digital technologies embedded in the platform should improve the quality and speed of work not only of experts, but also of all participants in the investment and construction process. The platform provides complete information security and allows you to automate all the main stages and procedures of state expertise:
- submission for examination and storage of documentation;
- checking the completeness of the received documentation;
- maintenance of contractual documents and payment control;
- preparation of comments and conclusions;
- interaction of the applicant and the expert organization (conducting official correspondence on the draft examination, working out comments to the submitted documents);
- signing of documents with an enhanced qualified electronic signature and verification of the validity of the EQES;
- transfer of the conclusion and archive of documentation to SIS USRE.
It should be noted that since June 26, 2021, SAI "DSEP RT" has switched to the xml format of conclusions, which is a document in the form of formalized data, which makes it possible to carry out its automated processing in the future. The issuance of conclusions in xml format helped to improve the quality of their preparation and allowed applicants to form an expert opinion with a QR code, which is created in a matter of seconds and which can immediately be found on the website of the Unified State Register of Conclusions.
The advantages of this form of conclusions are obvious - automatic assignment of a number in 24x7 mode, support for a machine-readable format with the possibility of visualization, transfer of expert opinions to information systems for urban planning activities, systems of licensing authorities, construction supervision, the possibility of automating processes related to processing data from expert opinions.
