Rustam Minnikhanov at the board of the Ministry of Construction of Tatarstan: We are proud of our construction complex and the people who work there
An extended meeting of the board of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan took place at the Kazan Expo International Exhibition Center.
The meeting was attended by Rais of Tatarstan Rustam Minnikhanov, State Counselor of the Republic of Tatarstan Mintimer Shaimiev, Minister of Construction and Housing and Communal Services of Russia Irek Fayzullin, and other officials.
Rais of Tatarstan Rustam Minnikhanov in his concluding remarks elaborated on a number of issues. First of all, he noted that it is necessary to ensure the efficient use of budget funds - to prevent cases of overestimation of the cost of equipment and materials, and the volume of work performed.
“And, of course, the quality of the work performed must be respected,” said Rustam Minnikhanov. “There should be more stringent decisions on design work, and the inspection of Gosstroynadzor should be more thorough.”
It is very important to prepare the correct technical specifications so that there are no overstatements, Rais told RT, it is important to collect accurate information on the kindergartens and schools that we are building, and the same applies to carrying out major repairs.
The Design Institute and our line ministries need to pay attention to this, he said.
“Another important topic is the development and approval of master plans and rules for land use and settlement development. At the end of last year, we adopted a republican law (“On the redistribution of powers between local self-government bodies of the Moscow Region and government bodies of the Republic of Tatarstan in the field of urban planning activities”),” Rais recalled to RT. He recalled that the republic was faced with problems: “Our desire to build as much as possible without preparing the transport infrastructure, production and social facilities has led to numerous questions. All this requires systematic work. Today, a lot of work is being done in the Kazan agglomeration. And we must carry out the same work in the Kama agglomeration... My colleague from Vysokaya Gora said that 200 thousand people will live there. We base this on the area of land... But if previously everyone went to work by trains and trains, now everyone goes by car. So this topic is relevant, it exists. And we must adhere to the scheme that has been approved.”
Speaking about the problem of unfinished construction, Rustam Minnikhanov noted that the Ministry of Construction, together with line ministries, departments and municipalities, needs to continue systematic work to reduce the volume of unfinished construction.
The issue of the quality of housing being built remains relevant today, Rais of Tatarstan continued. The quality of housing must meet certain requirements, he emphasized, because otherwise it will all affect the mood of citizens.
“The developer received the money - everything is fine with him, but the local authorities, the republic, must continue to resolve these issues, think about how people will live. Therefore, some kind of regulation is needed. Anything done poorly is a headache for you and me. Please pay attention to these issues,” instructed Rustam Minnikhanov.
