The Ministry of Construction of Russia has approved new forms of permits for construction and commissioning of the facility

By Order of the Ministry of Construction of the Russian Federation dated 03.06.2022 N 446/pr, new forms of construction permits and permits for commissioning of the facility were approved, which will begin to be applied from September 1, 2022.

New permit forms have been developed as part of the establishment of uniform standards for the provision of state and municipal services for the issuance of construction permits and permits for the commissioning of the facility.

The structure and format of the presentation of information in the forms of permits for construction and commissioning are being changed, the set of information is being adjusted.

The new construction permit form will consist of the following sections:

1. Details (Date of the RS, Number of the RS, Name of the body (organization) that issued the RS, Validity period of the RS, Date of amendments or corrections to the RS (typos and errors));

2. Information about the developer (full name, INN, Information about the legal entity, OGRNIP, OGRN);

3. Information about the capital construction object. (Name of the capital construction object (ACS) (stage), Type of work performed in relation to the ACS, Address (location) of the ACS);

4. Information about the land plot (land plot) (Cadastral number of the land plot, Information about the town-planning plan of the land plot, Information about the location of the land plot on the cadastral plan of the territory, Information about the documentation on the planning of the territory, Information about the land surveying project;

5. Information about the project documentation (PD), a typical architectural solution. This section contains information about the application of a typical architectural solution (if available), and also indicates who developed the PD.

6. Information on the results of the PD examination and the state environmental assessment.

7. Design characteristics of the capital construction object. The number and area of residential and non-residential premises, the number of floors, parking spaces, etc. are indicated.

8. Design characteristics of a linear object. The section is filled in with respect to each linear object provided for by the PD, including one that is part of the enterprise as a property complex, a single immovable complex or part of a complex object.

The input permission form consists of the following sections:

1. Details of the permit for the commissioning of the facility;

2. Information about the developer;

3. Information about the capital construction object;

4. Information about the land plot;

5. Information about the construction permit, on the basis of which the construction, reconstruction of the capital construction object was carried out;

6. Actual indicators of the capital construction object and information about the technical plan. It is filled in with respect to each ACS being put into operation (with the exception of linear objects) provided for by the PD, including those that are part of the enterprise as a property complex, a single immovable complex or part of a complex object.

The previously valid order of the Ministry of Construction of the Russian Federation of 19.02.2015 N 117/etc. is recognized as invalid by the adopted order. Detailed information can be found here.
