Today, under the chairmanship of the First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Alexei Frolov, a meeting of the republican headquarters for preparations for the heating season 2022-2023 was held.
The meeting was attended by heads of municipalities of the republic, ministries and departments, representatives of industry organizations.
Within the framework of the last headquarters, issues were considered on the state of readiness of reserve fuel facilities of gas-consuming enterprises of the republic, on the preparation of municipalities and organizations of the fuel and energy complex for the heating season, as well as ensuring control over the quality of preparation of the housing stock for the launch of heat supply.
Alexey Frolov began the work of the headquarters by setting tasks in terms of preparing for the heating season 2022-2023 of the network economy, generation facilities, housing complex, and also pointed out to municipalities the need to form municipal commissions to assess the readiness of heat supply and heat grid organizations and consumers of thermal energy to pass heating season 2022-23 with the inclusion of representatives of regulatory agencies, in particular Rostekhnadzor.
In his report, Deputy Head of the Privolzhsky Territorial Department of the Privolzhsky Department of the Federal Service for Environmental, Technological and Nuclear Supervision Dmitry Gorev noted that there are a total of 23 thermal grid organizations, in respect of which, on behalf of the Government of the Republic of Tajikistan, inspections will be carried out. In addition, the inspection will be organized in 4 organizations of the electric power industry, where the most violations or emergencies were detected during the past heating season.
The report on the implementation of measures and planned work on the repair of boiler houses, central heating points and biological treatment facilities was made by acting. General Director of JSC RPO Tatkommunenergo Alexey Smirnov. According to him, it is planned to replace more than 5 km of networks, namely in Tyatyushskoye PTS JSC, Nurtalskiye JSC, Baltasinskoye MPP Housing and Public Utilities JSC, Buinskoye PTS JSC, Kamsko-Ustyinsky Utility Networks JSC, Aznakaevskoye PTS JSC, town Jalil, and in the city of Agryz, where, among other things, block-modular boiler houses will be put into operation.
During the meeting, the participants of the headquarters heard the report of the Deputy Head of the State Housing Inspectorate of the Republic of Tatarstan, Irek Shaidullin. According to him, an analysis of the results and the passage of the heating season 2021-2022 showed that many passports for the readiness of apartment buildings for the heating season lack the necessary information. In addition, according to many passports, the types of work performed on current repairs and the results of their execution are not indicated. As of the beginning of June 2022, 502 passports for the readiness of residential buildings for winter were placed in the MZHF system.
According to the State Zhi RT, during the preparation and passage of the last heating period, 1702 residential buildings were checked. Of these, 922 violations were identified, fines were imposed for 6,604,100 rubles.
