Alexey Frolov spoke about the implementation of national projects and republican construction programs

First Deputy Minister of Construction, Architecture and Housing of the Republic of Tatarstan Alexey Frolov reported on the implementation of national projects and republican programs for the construction of socio-cultural facilities at a republican meeting in the Government House of the Republic of Tatarstan today.

The President of Tatarstan Rustam Minnikhanov held a videoconference meeting with all municipal districts. The meeting was attended by the Prime Minister of Tatarstan Alexey Pesoshin.

So, work is underway on sports facilities – these are 6 indoor football arenas, one block-modular ski base with furniture, inventory and equipment.

During the construction of paramedic and obstetric stations, construction and installation work was completed by 16%.

At the construction sites of children's health camps, the performance of work is estimated at 18%.

On the construction of the administrative building of the Ministry of Internal Affairs "Verkhneuslonsky", works were carried out by 19% of the total volume.

Work on the construction of executive committee buildings was completed by 27%.

The readiness of the reception and diagnostic department of the Chistopol Central District Hospital is 40%.

Next, the first deputy. The Minister of Construction of the Republic of Tatarstan reported on National projects.

This year, the area of responsibility of the Ministry of Construction of the Republic of Tatarstan includes 105 objects. Of these, 37 are part of the National Project "Housing and Urban Environment".

At the same time, 3 objects included in the federal Housing project are ready by 11%.

Another 27 objects are included in the federal project "Formation of a comfortable urban environment". Work started on 6 of them.                  

Of the 6 objects of the Competition of small towns and historical settlements, work has begun on two. It is planned to start work on the remaining objects of public spaces after the May holidays.

The construction of a water supply system with a water intake node for the city of Nurlat is included in the passport of the federal project "Clean Water". Here, the performance of work is estimated at 6%.

According to the Federal project "Ensuring sustainable reduction of uninhabitable housing stock", 179 apartments with an area of 4,733 square meters were settled, in which 402 people lived. In total, 841 people need to be resettled by the end of the year.

The implementation of the National Project "Ecology" continues in the region. The federal project "Improvement of the Volga" includes 2 large facilities. This is the reconstruction of biological treatment facilities in Kazan, where construction and installation work has been completed by 31%. As well as the recultivation of the silt fields of biological treatment plants in Kazan – here the performance of work is 9%.

At the Samosyrov landfill, which is being recultivated under the federal Clean Country project, the volume of work performed is estimated at 36%.

Measures to improve the education system in the republic are carried out within the framework of two National Projects at once. So, according to the National project "Education", a school for 100 places is being built in the Tukayevsky district - this is the federal project "Modern School".

In addition, the renovation of the sports hall at the Bavlin school, which was carried out within the framework of the federal project "Success of every child", has been completed.

According to the National Project "Demography", a preschool educational institution is being built in Kazan. The works at the facility were completed by 14%.

The implementation of the National Project "Healthcare" in the republic and the federal project "Modernization of primary care" included in it provides for the following works – the construction of 34 facilities, of which 30 are already in operation. 15 facilities will also be repaired (the total performance of work here has reached 30%).

The National project "Culture" includes 5 construction projects, where 7% of the work has been completed; 4 capital repairs – 41%; 2 reconstruction projects - the House of Culture in Buinsk and the Nizhnekamsk Theater for Young Spectators.

Alexey Frolov spoke in more detail about the implementation of 6 state programs.

The largest amount of work needs to be done under the State program "Development of Education". 66 general education institutions are to be overhauled. Construction and installation work in schools was completed by 29%.

The State Program "Development of Culture and Tourism" includes the construction of the drama theater "Artisans" in Naberezhnye Chelny. Here, the volume of work is closed by 66%.

The program of integrated development of rural areas is implemented in three directions: 3 educational facilities are being built and one rural House of Culture is being repaired. Construction and installation works - 27%. In addition, 5 facilities of engineering networks are being modernized, where work is closed by 28%.

Also, 7 sites are being equipped for complex housing development.

Two directions include the State Program "Development of the water management complex" - repair of 14 hydraulic structures (8 of which have begun work) and shore protection of the Kuibyshev reservoir in the Kama Estuary.

The issue of measures to prevent violations of labor safety requirements at construction sites was raised. The State Construction Supervision Inspectorate conducted 494 inspections in 2022, having issued 13 resolutions in the amount of 405 thousand rubles based on their results. Another 609 inspections were carried out by self-regulatory organizations.

The Main Investment and Construction Department of the Republic of Tatarstan (GISU RT) conducted 363 inspections at the facilities of state and republican programs. Of the 366 violations identified since January 1, only 7 remain unresolved.

Also, the traditional sanitary and epidemiological two-month period continues in the republic. During the inspections, the Gosstroynadzor Inspection revealed 19 violations of environmental legislation, 17 protocols were drawn up, 13 legal entities and officials were brought to administrative responsibility, fines were imposed in the amount of 295 thousand rubles.

According to the identified violations, such as non-compliance with the standards for the arrangement of places for the collection of production and consumption waste, untimely garbage removal from construction sites and the absence of wheel washing points are in the lead.

During the meeting, Tatarstan President Rustam Minnikhanov instructed to monitor the implementation of federal programs, as well as to provide for further planning of construction programs with federal funding – for 2023 and 2024.
