President of the Republic of Tatarstan Rustam Minnikhanov congratulated all those involved on the 100th anniversary of the construction industry today at the final board of the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan. The construction complex is a very important sector of the economy, the President of Tatarstan said. He recalled that in 2021, the volume of construction exceeded 416 billion rubles. Recall that the total volume of capital investments for the construction and overhaul of infrastructure facilities in 2021 exceeded 96.5 billion rubles. These funds made it possible to build and overhaul 4,641 objects (1,239 built, 3,402 repaired).
"Such a volume of work requires serious organization of the process," said Rustam Minnikhanov. "We have a powerful construction complex and basically do all the work on our own."
The President of Tatarstan also recalled that in 2021, in terms of housing construction, the figure of 3 million square meters of housing was crossed for the first time in the republic. He thanked the builders and municipalities for their well-coordinated work.
Rustam Minnikhanov noted the points that the Ministry of Construction of the Republic of Tatarstan should pay attention to.
"There is no planning and, accordingly, there is no documentation, first of all, this leads to poor quality of work, delaying the construction period," he said. - January has already ended, but not all programs have been approved yet. Although the resources are defined. Ministries need to determine the objects in a timely manner. Pay attention to the quality of the source documentation - it is not always of good enough quality."
According to Rustam Minnikhanov, it's time to switch to long-term planning. "We should already have facilities for 2 years ahead, especially for capital repairs and new construction projects," he said. So, according to Rustam Minnikhanov, the 2023 program can already be prepared by April so that there is a list of objects. "We need to prepare documentation," he said. - And we have to go by 2024 – we can be ahead of the curve."
Speaking about the technical tasks and planning for the construction of socio-cultural facilities – schools, kindergartens, rural clubs - Rustam Minnikhanov stressed: we must be prudent and make maximum use of reuse projects.
He particularly drew the attention of the board members to the quality of construction work. The work is not always carried out efficiently, Rustam Minnikhanov said.
According to him, the objects after the overhaul have problems, which means that it is necessary to carry out their acceptance more seriously. "It is important to monitor the quality of the overhaul of apartment buildings. If contractors have failures in their work, they should not be allowed," Rustam Minnikhanov said.
Rustam Minnikhanov also reminded about the new, newly created structure that should deal with the planning and development of territories.
"We have a lot of mistakes in the development of agglomerations – everything should develop in accordance with the planning and rules of land use and development, but the work was not carried out systematically, and we made a decision – the Institute of Spatial Planning was created," the President of Tatarstan said.
He also recalled that a lot of work was done in the region on deceived shareholders. From 2007 to 2021, 141 problematic objects were introduced in the republic, 18087 shareholders received apartments. Rustam Minnikhanov thanked the Federal government, Deputy Prime Minister of Russia Marat Khusnullin and the Foundation for their support and timely decisions.
"In 2021, we have introduced 9 problem houses, and this work still needs to be completed," the President of Tatarstan noted.
